A bottleneck is basically when one part of your PC can’t keep up with another. Most of the time it’s the CPU holding back the GPU, but it can go the other way too, where your processor is strong enough to do more, but your graphics card just isn’t up to the task.

Is it bad to have any bottleneck at all?

Why does resolution change the answer?
Because the workload shifts. At higher resolutions the GPU has to do more work rendering each frame, so it becomes the bigger factor. At lower resolutions, your CPU has more influence since it’s not waiting as long on the GPU.

Why did changing “use case” change my result?
Gaming and video work stress your PC differently. Streaming and rendering push your CPU cores much harder than most games do, so a setup that’s perfectly fine for gaming can suddenly become CPU limited the moment you start recording or exporting a video.
